As mentioned by Brad from Liliputing.com there is an unoffical release of the tweaked version of Windows 7 Ultimate that is expected to run on any Netbooks.

That is correct, even the ones which have 4GB of HDD. This is of course not released by Microsoft so your build may expire. As I did not try it myself so I cannot comment on this.
